Wash and dry produce. In a #small pot{}, combine @jasmine rice{1.5%cup} and @water{1¼%cup} (for 2 servings; 2¼ cups for 4) with a pinch of @salt{}. Bring to a boil, then cover and reduce to a low simmer. Cook until rice is tender, ~[18%minutes}. Keep covered off heat until Step 5.

Meanwhile, halve, core specimens, and thinly slice @long green pepper{2%unit} into strips. Trim and thinly slice @scallions{4%unit}, separating whites from greens. Quarter @lime{2%unit}. Drain and roughly chop @pineapple{8%ounce}.

Heat a drizzle of @cooking oil{} in a #large pan{} over medium-high heat. Add green pepper strips; season with salt and black pepper. Cook, stirring occasionally, until beginning to brown, ~{4%minutes}. Stir in half the garlic powder. Add 1/4 cup water. Cook until slightly softened and water evaporates, ~[3%minutes}. Turn off heat; transfer to a small bowl. Wipe out pan.

Heat a drizzle of oil in same pan over medium-high. Add @ground beef{20%ounce}, scallion whites, @mexican spice blend{2%tbsp}, and remaining garlic powder. Cook, breaking up meat, until scallion whites are softened, ~{2%minutes}. Stir in @tomato paste{2%unit}, @beef stock concentrate{2%unit}, and 1/4 cup water. Cook, stirring, until beef is cooked through, ~{4%minutes}. Turn off heat; stir in juice from half lime.

Stir @butter{1%tbsp} into rice until melted and combined; fluff with fork.

Assemble! Serve with @Mexican cheese blend{1%cup} pieces, @sour cream{5%tbsp}, @hot sauce{4%tsp}, and remaining lime wedges. Everyone can build their own bowl.

Note: Ground Beef is fully cooked when internal temperature reaches 160°.
